Hungary got a bad mark on anti-bribery action

Less than half of the countries that signed the OECD treaty banning foreigners' bribery in 1999 comply with its regulations, a recently published report by Transparency International (TI) headquarters states.

Among the countries that signed the treaty, only one-fifth are actively enforcing the compliance with its regulations. Moreover, in 20 states  — including Hungary — there is little or no inforcement to keep Hungarian investors from giving bribery to foreign officials and to keep foreigners from bribery at Hungarian state institutions.

The legal framework in Hungary is more or less adequate, but there are some significant inadequacies, including decentralised or uncoordinated enforcement, inadequate resources and/or specialised training and inadequate complaints system and/or whistleblower protection.

The report goes into details about the Magyar Telekom's contracts in Montenegro and Macedonia. Additionally, the media has speculated that an investigation is under way of the acquisition of 170 underground trains from Alstom by a contract in March 2006. 109 There were also media reports about Hungarian investigations of alleged corruption in deals involving sales of Gripen jets to the Hungarian government; Siemens’ sale of trains to the Budapest City Council; Strabag’s road construction contracts valued at F 660 million; and Rail Cargo Austria’s purchase of MAV Cargo in a privatisation.

"It is pitiful that none of the above cases were closed with a legally binding jurisdictional sentence," Noémi Alexa, managing director of TI's Hungarian unit highlighted at the presentation of the report. "To make things change, Hungary would need a strict anti-corruption strategy that ensures the safety of whistleblowers and authorities alike so that they reveal as many suspected corruption cases as possible," she added.
